| Abstract: | (1)Government should not pay more attention to the reform of small-sized SOEs, but to the development of them. (2) Government should focus their work on the unbalanced development and reform of small enterprises among regions, and implement different policies on small-sized SOE's reform and development in different regions. (3)The reform on the small-sized SOEs should focus on the reform concerning enterprises' ownership transition.(4)The major pattern of restructuring the small-sized SOEs is sale, and the focal point of selling small-sized SOEs is standardization. |
