| Abstract: | The paper claims that the social relief of the hard-living employees and workers of the state-owned enterprises is, in essence, a compensation for their working relationship under the traditional system of employment. Based on this, it argues further that part of the state-owned assets should be shifted to improve the labour relationship. |
