| Abstract: | To overcome three-year goal need to deal with five relations as follows: one between reform and out of poverty, one between important points and common ones, one between inner and outer, one between presence and future, one between whole and part. We need to strict control total quantity, supersede backwards productive ability, accelerate strategic readjusting and re-group, make state economic structure better, promote tech-change and innovation, improve enterprise's capital structure, reduce debt, promote hard enterprise superseded, widen market and make strict standard market order. |
