| Abstract: | State-owned enterprises can not become competitive in the market unless separation of administration and management is realized, and demand for the surplus becomes transferable. Selection of different policies should depend on different types of enterprises with the intention of establishing effective mechanics, in order to actualize innovation of "cooperative governance". |
