| Abstract: | In the last twenty-five years rather different traditions of practicing issues management have emerged which are now slowly converging. A two-tier system with a strategy pole and a corporate communications pole has become manifest in the United States; this development is quite different from the history of issues management in Germany, where several stages of early warning systems correspond to different ideas of Ansoff's metaphor "weak signals". |
