Abstract:The theoretical literature on rent control recognizes both the efficiency and the distributional impacts of rent control on the residential housing market. Extant studies, in general, conclude that some efficiency costs are quite high. In addition, some studies find that distributional effects are relatively minor. However, these conclusions could overstate the case against rent controls to the extent that they identify as pure efficiency costs some effects of rent control that are in fact an amalgam of costs and distributional effects. An example is the effect of rent control on tenant mobility.
