| Abstract: | Developments in the European Union (EU) since the mid-1980s have generated considerable debate on the dynamics of the pooling of sovereignty and concomitant reductions in the authority of national governments. The author focuses here on the behaviour of national governments and the Court of Justice in specific cases, as the first step in developing a theory of legal integration with strong microfoundations. |
