Abstract: | With the collapse of central planning and the opening of the economies of Central and Eastern Europe and the former Soviet Union, state owned enterprises faced the test of markets for the first time. Economic liberalisation, from competition with Western imports to sharp reductions in state subsidies and the disappearance of traditional CMEA markets, brought with it dramatic contractions in output. Looking to escape from this economic reckoning, many enterprises turned to state-owned banks for credit to allow them to defer restructuring or liquidation. |
