Abstract:It's 7 a.m., and the hot sun is starting to cook the Bhanwarsingh squatter settlement, a scrubby clearing of dirt on New Delhi's southern outskirts. As a stream of people pump water from the communal well, opposition politician Shushma Swaraj stands in a small open area among the brick and concrete shacks and launches into her stump speech. She decries the ruling Congress Party's lack of concern for the poor. For the 190 million indians who live below the poverty line, five years of economic reforms haven't improved their standard of living.
