| Abstract: | Public ownership and the forms for materialising it are both associated with each other and distinct from each other. Distinguishing both from each other will help correct one-sided understandings in the reform of state-owned enterprises in order to choose correctly the forms for materialising public ownership. The aim at doing so is to settle the problem of compatibility of public ownership with market economy and thus promote the development of productivity. In the future, the wholly-funded state-owned enterprises will continue to exist and develop. But share-holding system will be the main formation of enterprises and the joint-stock co-operative system, the main formation of labourer collectively-owned economy. The state's leading role must be brought into play some special industries to accelerate the concentration of capital. |
