Abstract:Discussions about labour market deregulation often overemphasize its benefits, such as reduced labour costs and increased flexibility. At the same time the benefits of regulation are neglected. In a world full of asymmetric information, opportunistic behavior, and incomplete contracts such benefits arise from superior contractual conditions for human capital investments. Empirical results indicate that German employment protection and codetermination do not cause servere restrictions; at the same time they foster the investment in firm-specific human capital. Standardized apprenticeship programs may restrict the choice in training decisions, at the same time they allow German companies to raise one of their best qualified workforces.
