| Abstract: | There is a misconception in the reform of property right system. That is to say it emphasizes too much on "property rights of legal persons" and the nominal "structure of management by legal persons", while it ignores "the ownership of investors", which is of utmost importance. One evidence is the emergence of a host of "exclusively state-owned corporations". The deepening of property right system is a complicated systematic engineering, which involves numerous related factors and lacks corresponding supporting conditions. The expectation that there will be effective result as long as enterprises are changed to stock companies will never come into existence. Government is the principal aspect of the contradiction in the reform of state-owned enterprises. Government has to be determined to remove obstacles in ideology, vested interest, etc. |
