Abstract: | The resources actually controlled by the government in China include three main parts, i.e., the state-owned assets stock, the partial resources obtained by the government in various income forms and the partial non-state-owned resources controlled by the government by various administrative means. The government has the ownership of the first two parts in hand except the third part. The main function of the government is to provide public goods. But viewed in the light of the total quality, the quantity of the resources actually controlled by the government is so large that it exceeds the one which the government needs for perfuming its function and is beyond its managing ability. |
