Abstract:The notion of non-union employee representation has little resonance in most countries of Western Europe. In this paper experiences in two countries (Germany and France) are examined. In Germany works councils have close relationship with trade unions. In France work committees have fewer powers and a divided trade union movement has been less successful than its German counterpart in embedding the legally mandated institutions. National distinctiveness remains apparent in both countries.
