Abstract:The purpose of this paper is to examine three empirical studies carried out in Canada, the UK and Europe. The studies were compared on their approach and findings using a framework developed by the authors that consists of four main elements and two influencing drivers. The findings were that little measurement consistency or output value was evident. Thus the current focus on isolated studies, carried out at a macro level, is discouraged.
