Abstract: | A great number of e-government projects have ended in failure. This article uses a case study approach to gain a better understanding of e-government. A new model to explain e-government project trajectories and reduce failures of the projects is provided. The actor-network approach to e-government projects offers a perspective on local and global actors. It also illustrates leadership and power in e-government networks and the formation and maintenance process of networks. The analysis revealed that e-government projects should focus on the implications of design and combinations of technology and people. |
