Abstract:It is explained how most Japanese organizations define and perceive human resources development and their methods for achieving it. In Japan everything, from management philosophy to training of workers on production lines is undertaken organically as an integrated policy (seniority system). In their methods, Japanese organizations differ from Western companies by the following points: there are no systematic methods for preparing and evaluating classroom training; they prefer "on-the-job" training which in Japan is broader than in Western countries.
