| Abstract: | This is a speech delivered by the author when obtaining the Bernhard Harms Prize from the Kiel Institute. First he presents the traditional case for and against free trade in one country and the world over. Then come postwar theory developments which concentrated on two exceptions to the rule, namely: market failure and monopoly. The seventies brought with them a new view of government, one which sees government under the impact of pressure groups, what changes somewhat the picture. Finally, the eighties incorporated into the theory of commercial policy increasing returns, market structure and strategic trade policy. |
