Abstract:A model is outlined enabling anticipation of government action through allowing organizations to develop a checklist against which potential public policy action may be assessed. Two basic society models provide a context within which policy is ultimately determined. Three models of public policy determination are described: the rational man model, the incremental model, and the public choice model. Further consideration of key publics, issue phasing, issue management and the issue generation process aim to provide a wider context of how public policy issues develop and how they can be managed. This can result in the achievement of significant benefits and in reducing the potential for loss. Three case studies are presented.
