Abstract:When Saddam Hussein's forces invaded Kuwait thousands of western expatriates were trapped. If disaster plans had been drawn up in time this could have been prevented. Carefully planned welfare programmes are necessary not only at times of emergency but also to help get over culture shock, to give sufficient information about the target country, and to anticipate potential problems. An executive security awareness programme may also be necessary to reduce risk.
