Abstract:This paper shows that between 1978 and 1987 tenants living in New York City's strict rent controlled sector were less mobile than those living in the city's moderate rent stabilized sector. However , after taking into account differences in tenant characteristics across section , one cannot conclude that typical renters in the controlled sector would move more often if they lived in the other sector.
