| Abstract: | In terms of fund-raising form, it is suitable that China's unemployment insurance fund should be shared by the government, enterprises and individuals. The unemployment insurance system should be implemented in the whole society as soon as possible. The relief funds for unemployment may be granted according to the standard of 70%-80% of the local official minimum wage. The management of funds should be strengthened to ensure that most funds are used for the basic living guarantee of the unemployed in a bid to make the funds preserved and increased. The new mechanism should be established with realizing re-employment as the foothold. Besides, the necessary conditions in system, policy and legal system must be created for the effective operation of unemployment insurance system. |
