Abstract:The EU was very active across its various internal policies in 1996, although many familiar blockages to policy development remained in place despite the best efforts of the Commission. The mixed progress of the single market programme was typical of the unevenness of much of the internal policy development. Some real headway was made towards the third stage of Economic and Monetary Union (EMU), social and environmental policies were more active than for some years, and a significant step was taken on the road towards a fully operative European Police Force (EUROPOL). However, employment policy and activity in the Justice and Home Affairs (JHA) pillar remained more matters of debate than action, and difficult problems for the Common Fisheries Policy (CFP) were postponed until 1997 rather than addressed.
