| Abstract: | Last year we were able to report on a number of important developments in EU external policies. In contrast, 1996 produced less of significance, partly because the EU was preoccupied for much of the year by the preparations for Economic and Monetary Union (EMU) and the Intergovernmental Conference (IGC) which opened in March. In December, at the Dublin European Council, the Irish Presidency presented a general outline for the draft revision of the Treaty on European Union (TEU) which included a section entitled, "An Effective and Coherent Foreign Policy". |
