| Abstract: | Local government (hereafter as: loc-gov.) reforms of contemporary Russia are placed in the broader contexts of political reform under Putin and the historical relationship btw. local administration and the state. This article reviews the antecedent action in loc-gov. before the Putin era. Examined is the Kozak Commission and the new law on loc-gov., and the strengths and weaknesses of these reforms are assessed. Finally, the challenges of implementing the reforms etc. are examined. |
