| Abstract: | Prior to 1985 the EC followed the approach of harmonizing national regulations centrally, from above. The poor results of centralized harmonisation gave rise to the idea of letting different national regulations exist side by side and compete fore mobile factors of production. The paper presents an analysis of competition among national regulations and establishes the necessary conditions for its optimality. |
