Abstract:Traditional analyses of the efficiency of international organizations have often failed there being no unequivocal output to be compared to inputs. The present article suggests another route: to investigate rules of decisionmaking, principal (the delegating country) - agent (the representative) relationships. It turns out that international organizations are inefficient because the principal has weak leverage over his agent. Sugestions for improvement are: elected representatives, easy exit, partitioning of output, fiscal equivalence etc.
