Abstract: | The paper provides a brief summary of the Fund's existing facilities and their historical evolution and usage. The author examines the key functions that the Fund is seeking to perform and analyses the theory of conditionality. The author also draws on the ideas presented in the previous section in an attempt to design an appropriate structure for the IMF's lending facilities. It then relates this to the changes that have been implemented at the end of 2000. By implication, the section also has something to say about IMF conditionality and its reform. By way of a conclusion, the paper places the proposals in the context of the broader debate about a new international financial architecture. It also discusses why the Fund's lending facilities have proliferated in the past and assesses the chances for further reform. |
