Abstract: | Education is generally considered to be in the domain of local and at most national authority, inasmuch as it is considered to be a prime vehicle not only for skills and knowledge transfer, but also the socialization of basic values. This article demonstrates that education is fast becoming a global business, following the trends of other industries, such as basic infrastructure, that were thought to be exclusively in the domain of government-provided services. Indeed, it should be fully expected that as international trade expands in terms of volume, frequency, and scope of goods and services, there must be an accompanying expansion of trade in education as well. The paper provides a substantial list of references on this subject. |
