Abstract:Estonia, Latvia and Lithuania have their own policies for the transition to a market economy, but their integration with the rest of the Soviet economy limits their scope for autonomous action. Restricted markets for supplies and output, the direct control of vital industries by ministries in Moscow and the high proportion of non-ethnic Balts in the industrial workforce effect the transtition. Various options for labour policies in the three republics are examined.
