Abstract:This article presents the ILO's relevant international labour standards. Recalling first their inter-world-war emphasis on social insurance and the more prescriptive approach of the time, the author then rehearses the reasons which proved most convincing in the achievement of the post-war consensus on compulsory social insurance. International labour standards then grew to encompass the social security concept and to propose the objective of a comprehensive, basic but flexible level of social security attainable everywhere , regardless of the degree of economic development.
