Abstract:Three years after unification, the economic situation in eastern Germany is bleak. This article focuses on labour market aspects of the transformation crisis, examining one instrument of reform, the "employment promotion companies". Initially intended to bridge medium-term job shortages, through employment or training, they helped workers enter non-subsidized employment. The authors consider the current characteristics of these companies and the continuing controversy over their value: do they contribute constructively to restructuring, keeping workers off the dole?
