Abstract: | Selected quotations from speakers at ILO events held during the mounting unemployment of the early 1920s and the 1930s Depression reveal the similarity between issues discussed then and now (e.g. international trade, social protection, technology, wage levels, hours of work, migration in relation to employment). The author draws lessons from the work of the World Employment Programme and from the effects of the largely regressive policies of the 1980s. He calls on the ILO to explore new concepts of full employment. |
