Abstract: | The Labour Standards Act, adopted in 1947, contains detailed rules governing the employer's responsibility for drawing up works rules and the procedure for doing so, their scope, and the relationship between works rules and laws, collective agreements and employment contracts. It has done much to transform works rules from a social norm established by the employer for ensuring the smooth running of the enterprise into a legal norm for protecting workers' conditions of work and employment. The relevant legislative provisions and the principal theories on the legal force and validity of works rules are discussed. Their contents are illustrated by specific examples and the place they occupy in labour-management relations are analysed. |
