Abstract:The idea that international trade agreements should include a "social" clause is based on an apparently simple reasoning: if a country allows its workers to be employed under deplorable conditions, it can export its products at lower prices and thus acquire an unfair advantage over its competitors. Those opposing to the inclusion of such a clause in trade agreements brand it as a form of protectionism. This historical background of the issue is searched. The tin, cocoa, and sugar agreements are quoted as examples and some ways of solving the problem are suggested.
