Abstract:Small and medium-sized enterprises have great difficulty in obtaining bank loans because of their inability to provide sufficient security. After recalling the various factors used by bankers to calculate the profitability of loans - the cost of resources, administrative costs, provisions against default, the lending rate - the quarantee funds created by a number of West African States and the reasons for their lack of success are analyzed. It is suggested that a more effective approach would be to set up mutual quarantee associations, which offer the advantage of being able to share the risk with the bank.
