Abstract:The Soviet Union is in a process of transition from an administrative command economy to one based on different forms of ownership, but many problems remain. Wage differentials and incentives were eroded over the years, leading to the rise of the so-called "shadow" economy. Previous reforms in 1987 were not sufficiently wide-ranging and radical changes in the labour market are now being introduced. Collective bargaining and individual contracts appear to be indispensable if workers are truly to profit from their labour.
