Abstract:Trans national investment has a certain industrial order. According to its general law, transnational investment should experience a shift from primary product-producing industries to manufacturing industry and the tertiary industry, that is, a shift from low value-added to high value-added industries. so China's trans national investment should develop according to the industrial principles. To do so, the government determines the first industries to make transnational investment according to the relative superiority in the world competition and gives the industries the state encourages to invest in preferential treatment in trade, finance and taxation to actively support them in an effort to make the social and economic resources flow towards these industries in order to enhance rapidly China's strength of transnational investment.
