Abstract:The aggregate of China's capital outflow is large. According to data statistics, from 1985 to 1994 the aggregate of the capital outflow was over one half of increased proportion of foreign debt. After entering the 1990's, the figure even exceeded the annual increased foreign debt. This is not only an economic but also a social problem. The potential risk of China's capital outflow is great enough to destroy overnight the achievement of China's 20-year economic reform. The reasons of capital outflow are as follows. 1. Financial depression 2. Preferential treatment toward foreign capital, which causes some of China's capital outflow and then inflow as "foreign capital". 3. Defect of exchange rate system of Renminbi. 4. Imperfect foreign capital market. 5. Imperfect laws and regulations. 6. Great losses of the State-owned assets.
