Abstract: | How to make state-owned enterprises for grain stock stop loss-making and make profits so as to digest the past losses is the core of the new round of grain reform. The key measure to do so is to monopolize grain purchasing market. But it may bring the following problems: It is unfavorable to raising the efficiency of state-owned enterprises for grain stock. It would slow down the process of integration of production, processing and marketing. It would also make some peasants lose the chance of employment and some facilities for stock idle. Besides it would lead to the strained relations between industrial and commercial administrations and rural cadres and masses, thus intensifying the social contradictions in rural area. |
