Abstract:The European Union is in a constant process of change. The process itself has become institutionalized with agreement on the Single European Act of 1987, the Maastricht Treaty of 1993 and the Treaty of Amsterdam in 1999. The IGC 2000 negotiations witnessed a total of 370 official negotiating hours in 30 representatives' meetings, ten ministerial meetings and three European Councils. Treaty changes are considered to be history-making decisions. This article is analysis of the IGC 2000 negotiating process and the Nice Treaty as perceived by two people involved in both the Amsterdam and Nice negotiations. Section I of the article looks at the political context of the negotiating process. Section 2 looks at the results of Nice, and Section 3 assesses the implications for the future and suggests changes to the current IGC method.
