Abstract:The authors examine the North-South bargain at the Uruguay Round, taking a particular look at the outcome for Argentina in services and in intellectual property rights and examine how this outcome came about and proceed to draw the authors' conclusions. The paper states that The Uruguay Round produced an outcome unbalanced against the developing countries. The authors set out in this paper to document that imbalance and to analyse how it came about. The intent of this inquiry is to determine (a) how such a result might be avoided in a new WTO negotiating round, and (b) how the WTO might better incorporate a 'development dimension' into what it does. The paper also provides three reasons behind this outcome.
