| Abstract: | This article examines a traditional SME-support system, the allocation of guarantees of the Spanish guarantee system. The results of a public policy are reviewed using a counterfactual approach. Public support is found to be important in the areas of economy, finance and business efficiency. The effects of public support can be seen the clearest in the weakest companies. They are unable to reduce their financial costs until reach the level of companies that do not even access the guarantee system. |
