Abstract:This paper examines changes in levels of voluntary environmental disclosures of Cimpor and Secil in response to increased public awareness of their actions resulting from the co-incineration controversy in Portugal. The legitimacy theory is adopted in order to examine this reaction and the annual reports of Cimpor and Secil for the period 1994-2003 are used for the analysis. The findings suggest that Cimpor used environmental disclosure as a mechanism of managing its legitimacy when faced with the co-incineration controversy, although the strategy used is described being trivializing and not addressing the issue. Secil, on the contrary, has not significantly changed its environmental disclosure practices, but has directly addressed the issue.
