Abstract:The application of regional refinery linear programming methodology to estimate United States Navy jet fuel availability during a Persian Gulf petroleum disruption scenario is described. One disruption scenario is based on a loss of Persian Gulf crude oil production, when strategic petroleum reserves resources and International Energy Agency sharing agreements are used to mitigate the effects of the disruption. The analysis also indicates that Navy jet fuel shortfalls can often be further mitigated by increasing the price offered to refiners or by relaxing the requirements for fuel quality. For this scenario, the Navy jet fuel production responses to price increase and specification relaxation are also investigated.
