Abstract: | Although the basic framework of Shenzhen city's socialist market economy system has been initially shaped, it is only in the "primary stage" of the development of market economy. The scientific and high-efficient mechanism for the government's guidance, regulation and control hasn't been formed really. Among near 1000 state-owned enterprises subordinate to the municipal government, only over 7% of enterprises have clear-cut property right definition. The competition in self-employed and private businesses is still unfair. Only more than 20 large-sized transnational corporations of the world top 500 ones, less than one-tenth of ones in Shanghai have invested in Shenzhen city, which indicates that Shenzhen's ability of participating in the world economy is limited. |
