Abstract:Insufficient market supply was then the market basis for the success of market reform. By launching market reforms such as economic increments, government not only stimulated the rapid growth of consumption, but also promoted the development of economy. In the 1990s, the supply of goods exceeded the demand, which together with the reform of the welfare system weakened people's sense of safety, encouraged people to increase deposits. The growth of new consumption increased slowly. Consumption shrank and market slumped. Enterprises were faced with economic difficulties. Marketization doesn't necessarily promote economic growth with ease. Under the condition of supply exceeding demand, the reform of social welfare system should select proper opportunity and should be carried out in an orderly way, so as to prevent the crisis of consumers' confidence.
