Abstract:With its ca. 1000 researchers, the Netherlands Energy Research Foundation (ECN) is one of the largest Dutch research institutes. A far-reaching reduction of government interference and an ever-growing influence of the 'market' on research have thoroughly changed the structure and the culture of this organization. These changes are: the formation of market-directed business units, the quest for a mixture of core-competences aimed at the long and the short term, and an increase in flexibility. A four-phase model is described that was developed in practice , on the basis of which changes have taken, and are still taking, place. The doubts and uncertainties that such a process evokes in staff members are gone into at length, as well as the way in which the top management should deal with these doubts.
