Abstract:This study proposes a damage based version of Sergerson's mechanism for non-point pollution which eliminates the need for knowledge of polluter production functions when the damage function is nonlinear. The regulator solves the whole planning problem while solution of the planning problem under the based tax mechanism is decentralised to firms and coordinated through a market process. Though decentralisation reduces the regulator's information problem it also introduces the possibility that the optimal Nash-equilibrium becomes unstable. The study also addresses the possibility of coalition forming among the polluters. Finally a standards and pricing version of revised mechanism is proposed.
