Abstract:At present, China's urbanization level hasn't reached 30% Compared with the normal level, China is expressed as unique "low degree of urbanization". The annual floating population stands at 0.15 billion or so. Millions of and even ten millions of labourers have poured into large cities like Guangdong, Shanghai and Beijing. The central committee states clearly that "immigrant cities" are taken as the way for making arrangements for the placement of victims of a natural calamity. Urbanization strategy has already been put on the agenda. This is a significant policy turn, which indicates that China begins to explore a new read in the course of adjusting the relationship between man and land.
